Competition Rules
Terms and conditions as well as angling rules governing all events, competitions and tournaments held under the auspices of the Rock and Surf Super Pro League (RASSPL) in South Africa, with effect from 14 November 2011.

Rock and Surf Super Pro League (RASSPL)
1. General
1.1. The RASSPL and its competitions are open to all anglers.
1.2. The annual Super Pro League membership subscription fee is R150 per person. Each member will receive a membership card displaying his/her details and RASSPL number once he/she has joined. This card will be sent to him/her within 6 months due to the print runs that occur.
1.3. Persons joining the League will be issued with a unique Super Pro League membership number when they register online. This number will remain the member’s for life and will be used to register him/her each time he/she participates in any Rock and Surf Super Pro League competitions. All a person needs is his/her name and ID number to recover his/her RASSPL membership number on the RASSPL website.
1.4. The Rock and Surf Super Pro League will maintain a central data base of all members registered with the League and have records of all their fish caught in each competition. Results will be published after each competition on the RASSPL website.
1.5. Card holding members will be eligible to discounts at various outlets throughout South Africa that will be displayed on our membership discounts page. In addition members can qualify to be chosen to compete in the Annual National Pro 220 Rock and Surf Super Pro League tournament if they finish within the top 220 in the country.
1.6. Persons not wishing to join as a member of the Super Pro League may still enter the regional franchise competitions and qualify to win prizes offered during such competitions. They will, however, not be eligible to compete in the Annual National Rock and Surf Super Pro tournament.
1.7. Card holding members may also claim RASSPL records in the RASSPL Catch and Release Records Section or the RASSPL Official Record Book. Only fish caught during the RASSPL competitions will qualify for this book. The other records may be claimed out of competitions for any fish that were released. These records will appear on the RASSPL website as a Catch and Release Record. Certificates will be awarded for any records broken in or out of competitions.
2. Competitions
2.1. These will act as the official set of rules for any competitions fished under the auspices of the Rock and Surf Super Pro League in South Africa. Any changes to these rules will be agreed upon by all (currently eight) RASSPL Franchises and be circulated to all anglers that are registered on our mailing list and members of the Pro League two weeks prior to any Pro League competition. This will be done by e-mail and the changes will be posted on the website. A hard copy will also be available to any anglers who do not have e-mail addresses and will be handed out prior to any competitions. The RASSPL Competition Year starts on 1 January and will run to the end of March of the following year.
2.1. Each Franchise will decide on the number of competitions held in their Franchise area. Most Franchises will host between three and eight competitions per year. The dates of these competitions will also be set out individually by each Franchisee and can be changed at short notice to accommodate bad weather and clashing with other competitions happening around the same time.
2.2. The top senior anglers (paid-up members) will qualify from each Franchise to take part in the Annual National Rock and Surf Super Pro League tournament. The top six Ladies and the top six juniors will also qualify to fish in the same tournament.
2.4. The regional competitions are open to anyone paying an entrance fee of R120 for senior paid up members (both senior men and ladies) or R150 for non members and R50 for juniors under the age of 14. Senior ladies will be eligible to qualify for prizes in both the men’s and ladies’ categories
2.5. The start times of each competition may vary from competition to competition. The start times of the competitions will be published before each competition and it is up to the anglers taking part in the competitions to make sure of start and finish times before taking part. Any angler starting before or ending later than the set times will have their points disqualified and will also not be eligible for any prizes on offer.
2.6. Competition dates may be changed in the event that a RASSPL competition happens to clash with a similar event. Any changes will be e-mailed and a sms will be sent to members not on computer. In the event of stormy seas the venue may also change with a week’s notice to accommodate better fishing. In extreme cases anglers will also be advised through e-mail, facebook and a notice on the www.rasspl.com web page.
2.7. Tickets and membership application forms will be available to purchase at any participating tackle shops, Angling clubs can request tickets and membership forms to sell on behalf of their club. Tickets will also be available to purchase online at www.rasspl.com. Anglers may also register to take part in any regional competition immediately before the start of any such competition.
3. Competition Rules
3.1. The rules and regulations of Marine Coastal Management apply ipso facto and it is the responsibility of each individual competitor to be aware of any rule or regulation changes.
3.2. Two rods per angler with a maximum of two hooks per rod will be allowed throughout the country standard rule applies.
3.3. Rapala spoons, drop shot jigs and lures may be used as per manufacturers’ specifications, as in the case of Rapala spoon with two treble hooks.
3.4. Only rods and reels will be used and no hand lines are permitted.
3.5. Reels must comply with sporting ethics and customs. Power driven reels of any kind are prohibited.
3.6. The use of boats, paddle-ski’s, kites or any other sea driven device will not be allowed. No balloons, bungs or corks or any other buoyancy material exceeding 15 cubic centimetres will be allowed.
3.7. Competitors are allowed to use slides but these must be fished not closer than 50 m from anglers casting baits, unless they have a mutual agreement to do so. Any angler not abiding by this rule will be disqualified. No swim baits will however be allowed.
3.8. A line class not exceeding 0.60 mm diameter on your reel as a main line and a leader line of no longer than 9 meters are allowed. There is no maximum diameter for leaders.
3.9. Juniors under the age of 10 may have assistance with casting and the baiting of hooks but no assistance may be offered with hooking or landing of fish.
3.10. Anglers under the age of 18 must be accompanied and fish under the guidance of an adult angler. Junior category is under 14 only junior older than 14 will fish as a senior.
3.11. No gaffing of fish will be allowed except where anglers are fishing off high rocks or areas where anglers cannot land a fish safely by handling the fish. Competitors should, however try to avoid gaffing at all costs. Anglers using a gaff will lose the bonus points awarded to the fish being landed.
3.12. All fish must be returned live and recorded on an angler’s weigh card before such angler can make his/her next throw.
3.13. Any fish brought dead to a witness, not still attached to the angler’s line, will be disqualified.
3.14. In the event of a fish being landed dead due to it being gill hooked, such fish should be brought to the witness still attached to the angler’s main line to confirm that the fish was caught in the competition. Such catch will still count and may be kept to be donated to research.
3.15. Any fish that is caught out of season will still be considered for league points as all fish are released.
3.16. If two anglers hook the same fish in the mouth with a baited hook, they will both be awarded the points for the same fish.
3.17. If an angler lands two fish on one hook both fish will count even if the hook is only in the one fish, as in the cases of the fish being attached due to them mating as happens with sharks and rays.
3.18. Fish savaged during the fight will count but must be measured as specified according to the required set measurements as set out in the measuring table. If the wing tip or tail is missing the fish may be weighed and only the remaining weight will count.
3.19. If an angler’s rod breaks during the fight the fish will still count if landed.
3.20. No angler may handle any other angler’s rod from the time a fish is hooked until the fish is landed. Only the leader may be handled to assist with the landing of a fish once the fish is in the shallows. If the fish comes off the hook another angler may grab the fish to help land it this is only good sportsmanship and the fish will count.
3.21. Foul hooked fish will count only if hooked on a baited hook. No jigging of fish will be allowed.
3.22. The cut off time to hand in score cards will occur at different times stipulated by the organizers of each competition and no late score cards will be accepted. In the event of a vehicle getting stuck or breaking down the anglers must notify the organisers and let them know they have a problem or fish being hooked before the end of the competition the angler must phone the organizers and let them know that he/she will be late. Anglers have time until the fish is landed. A witness must stay behind to verify the measurement of the fish.
4. Bait
4.1. Bait additives may be used, such as shot for shot anchovy oil and aniseed oils, etc.
4.2. All bait should, however be used in accordance with MCM regulations.
5. The weighing and measuring of fish
5.1. All score cards must display the angler’s name and his/her RASSPL number and contact cell number. Any score card not filled in properly will be disqualified and all fish must be measured using an official RASSPL weigh mat from the 1 September 2011. If the fish is too long a tape measure may be used or two or more RASSPL mats place side by side may be used.
If you need to use a tape measure two sticks must be placed in the ground and the measurements need to be recorded between the two sticks and a photo displaying your RASSPL score card must appear in the photo displaying the allotted mark on your card for the day.
5.2. All catches must be witnessed by another competing RASSPL angler or official on the day of competition and the card must be filled in and signed properly, displaying the witness’ full name and signature. You must specify between male and female fish in the case of sharks and rays. If no reference is made as to the sex of the fish the measurement of a male fish will be allocated to the anglers score card.
5.3. The anglers must both witness and agree on the measurement of the fish. No changes may be made once the fish has been recorded on the card.
5.4. It is the responsibility of the angler to check that the measurement has been written down correctly and that he is in agreement with the witness before making his next throw.
5.5. The points must be recorded and signed and the fish must be returned live before an angler may make his/her next throw.
5.6. If there is a discrepancy it must be brought to the attention of the organizers and be dealt with immediately.
5.7. The results must be recorded neatly as any illegible recordings will not count.
5.8. All catches must be photographed both on the official RASSPL weigh mat, clearly showing mark for the day in the red section of the card facing upwards and the measurement of the whole fish not just the tail section and a photo of the angler holding the fish with his back to the sea showing the area the fish was caught. Fish recorded without a clear photo will not be eligible for a prize. See also Item 7.2. in this regard.
5.9. When measuring sharks and rays anglers should use sticks to mark the distance between wing tip of rays and from the nose to the tip of the tail for Gully sharks, Smooth Hound sharks and cat or dog sharks. All other sharks must be measured pre caudal from the tip of the nose to the notch in the tail. Fish with a V in the tail are to be measured from the tip of the nose to the inside of the V and all other fish to the tip of the tail.
5.10. No fish must be measured across the back. If a fish is landed on rocks and cannot be moved to the beach the measurement must be taken in the air from the nose to the tail in accordance of the specified outlines. Anglers should make sure whether the measurement should be fork length, full length or pre caudal length. If not sure, the organizers should be contacted by cell phone to obtain clarity. Any fish measured incorrectly will be disqualified.
5.11. Anglers are requested to refrain from dragging a fish along the sand when landing it. Rather pick it up and measure it on a weigh mat or bring a tape measure to the fish and measure the fish where it has been landed to avoid injury to the fish. Return fish as soon as possible after photographing it.
6. Competition results
6.1. All competition results must be sent in to the RASSPL Head Office to be posted on the RASSPL website www.rasspl.com for all anglers to view. Any discrepancies are to be filed at the weigh-in and notwithstanding any subsequent complaints, the results will be accepted as such and prizes will be awarded to the various winners of each category of a specific competition.
6.2. In the case of a discrepancy the members/representatives of the Franchise holder will make a decision based on the evidence presented and the Judge’s decision will be final.
7. Prizes and prize giving
7.1. Prize giving will be held as soon as the points have been totalled for the day.
7.2. If an angler thinks his/her fish might be eligible to win a prize for the biggest of a species, then the fish must be photographed on a official RASSPL Weigh mat clearly showing the measurement of the fish. Only fish over 1kg for edibles and 2kgs for non edibles that might stand a chance of winning a prize need to be photographed. All other fish just need to be witnessed and the measurement, fish species and sex of the fish need to be recorded. However, if an angler is not sure whether his/her catch might qualify for a prize or record, it is suggested that he/she rather takes a photograph. The minimum qualifying measurements are recorded on the back of your score card. Please check them before returning your fish.
7.3. There will be no maximum limit of prizes awarded to a particular angler, so one angler may be awarded as many prizes as he qualifies for.
7.4. In the event of two or more anglers having the same score in any competition, the angler with the most number of fish shall be the winner.
7.5. In the event of an angler catching the same number of fish in any competition, the one with the highest scoring bonus points shall be the winner.
7.6. In the event of a tie in respect of both mass score and number of fish, such anglers shall be joint winners.
7.7. In the event of two anglers catching a fish of the same measurement the prize will be awarded to the angler with the most points on the day between the two. In the event of both anglers having only caught one fish for the day the prize will be awarded to the angler with the most points for the year up to that date.
7.8. Prizes will be awarded to the top eight (8) heaviest species for the day. These are: One shark species and one ray species. The next six (6) prizes are for six different edible species, each category in descending weight order. The heaviest of each species will win the prize awarded on the day.
7.9. In the case of fewer species being caught the remaining prizes will be carried over to the next Pro League competition.
7.10. During normal regional franchise competitions the ladies will compete in each category according to age and will compete with the men for the same prizes.
7.11. There will, however be a separate ladies category for the senior ladies that take part in during the year as well as the Annual National Rock and Surf Super Pro 220 League tournament. Ladies will qualify in both categories for prizes.
7.12. At the discretion of the Franchise holder prizes may also be awarded for the following:
7.12.1. The angler catching the most recorded species for the day.
7.12.2. For the biggest fish caught on spoon or drop shot or lure on the day.
7.12.3. The 2nd heaviest of a species for the day shark ray and fish.
7.12.4. The most bonus points scored by an angler for the day.
7.13. Juniors under the age of 14 will fish for firstly the heaviest fish or fish scoring the most points for the day and secondly the heaviest bag unless there are other sponsored prizes made available on the day.
7.14. Prizes need to be collected in person at the prize giving or the prize will be awarded to the next qualifying angler’s fish inline to win such a prize, unless the first angler has a very valid excuse and has made prior arrangements with the organizer for someone to collect his prize on his or her behalf.
7.15. Fish weighing less than 1 kg for edibles and 2 kg for non-edibles will not be eligible to win a main prize unless decided otherwise by the relevant franchise holder and they may make the decision to hand out the prize .
8. General rules
8.1. The Super Pro League Franchise reserves the right to disqualify any angler found cheating during a competition or transgresses any of the terms and conditions of the RASSPL or its competition rules, or acts in a manner which is detrimental to the interests of the RASSPL or its members. Any angler caught cheating or breaking the rules will be blacklisted for life and be banned from fishing any future Pro League competitions or tournaments.
8.2. During competition hours each and every individual participant will have in his/her possession a prescribed litter container. All items that could possibly be classified as litter must at all times be collected and placed in his/her container or bag. On departing from an angling spot it will be the individual angler’s responsibility to ensure that all litter in the proximity of his activities have been completely cleared, removed and/or collected and placed in his/her litter container to be disposed of at a recognized refuse disposal point.
Any angler found guilty of leaving any fishing line, bait boxes or any such litter on the beach will also be disqualified.
8.3. In the event of a complaint arising after the competition due to new evidence coming to the fore, an angler will be afforded a hearing to defend his/her case and in the event such angler is found guilty he or she will be banned from fishing any further Pro Leagues and may be asked to return any prizes awarded to them.
9. RASSPL Records
9.1. Only registered members may claim RASSPL records. Non members may take photos of any potential record and have the fish witnessed and may join the pro league to claim a record if they choose to. Only fish caught during the RASSPL competitions will qualify for the RASSPL record book. Fish caught outside competitions may be claimed for a record but must be released. These records will appear on the RASSPL website as a Catch and release record. Certificates will be awarded for any records broken in or out of competitions.
9.2. Applications submitted for consideration as official RASSPL records must be submitted with three photos; one of the fish lying on a weigh mat with tape measure clearly showing the measurement of the fish, another photo with the angler posing with the fish with his back to the sea showing the area the fish was caught and a photo of the angler releasing the fish.
9.3. No records will be considered or awarded without clear photos.

10. Annual National Rock and Surf Super Pro League tournament
The top 220 anglers registering the most points from all the competitors in an angling year will compete against each other in the annual National Super Pro League tournament. These anglers will fish for the top spot as South Africa’s Champion Rock and Surf Pro League angler.
11. How the points system works
11.1. Each species is awarded bonus points based on how rare the species is. All fish once decided on, will score the same bonus points through-out the country to keep the points standard.
11.2. A minimum weight based on measurement of 1 kg for sharks and rays and 500gms for edible fish will qualify for points. The weights have been reduced to make it more interesting to include all species including barbel, barbel eels and eels as edible species. Once a fish species has been recorded no more bonus points will be awarded during that competition to this species to avoid anglers targeting the same fish species.
11.3. Edible fish will be awarded four (4) points per kg plus bonus points while sharks will earn one (1) point per kg plus bonus points as indicated on the points chart below. Barbels, Cat sharks, Dog sharks, Eels and Sand sharks will score 4 points per fish regardless of weight and need not be measured, unless the fish will measure over 2 kgs and could qualify for the biggest shark for the day or might be a new RASSPL record, in which case the measurement with the relevant photographs need to be submitted. Any fish species not listed for set bonus points will automatically score 100 bonus points for the first of each new specie not listed.
11.4. Anglers catching more than five species will be awarded 200 additional bonus points upon catching their 6th species and a further 200 points for catching their tenth species of the day. Any angler catching more than ten species during a competition will receive an additional 100 bonus points per species after that.

Examples of scoring on sample weigh card 1:
The angler’s first Bronze Bream will earn 4 points for the weight (1,1 kg) plus first fish bonus 60 points, earning the angler a total of 64 points.
The second Bronze Bream of 1.3 kg will earn 4 points for the fish. No bonus points as it isn’t the first of the species caught on the day, earning him a total of 4 points for the fish.
Examples of scoring on sample weigh card 2:
The angler’s first 49 kg raggie will earn him 49 points for the weight plus first fish bonus 30 points, earning the angler a total of 79 points.
Your second raggie of 18,4 kg will earn him 18.4 points. No bonus points as it isn’t his first of the species caught on the day, earning him a total of 18.4 points for this shark
From the examples illustrated it is therefore important to catch a variety of species to maximize your bonus points score as the first of each species earns you bonus points over and above points scored based on its weight.
12. RASSPL Franchise owners
12.1. Each Franchise will be owned and run by one or two owners and a committee with a minimum of five members elected through the franchise.
12.2. These members may be appointed to help run the Franchise or jointly own such franchise.
12.3. Any complaints regarding the alleged poor running or bad management of any of the franchises should be lodged in writing with the main Pro League Franchise at rasspl@yahoo.com
How to properly measure your fish during a
RASSPL competition
The correct way to measure and record your catch for the day is on an official RASSPL weigh mat showing the score card displaying the X in the red block showing the fish was caught on the day of the competition showing clearly both the head and the tail in the photo with the nose of the fish clearly at the edge of the weigh mat.
The second photo with the anglers posing with a fish facing the sun with his back to the sea showing the sea conditions behind the angler to prove the photo was taken on that specific day. This photo will also be used as the official record if the fish exceeds the current record and will appear in the next printed edition of the RASSPL record book if deemed to be a new record.
13. Injury during any RASSPL events, competitions or national tournaments
13.1. The Rock and Surf Super Pro League Franchise will not accept any responsibility for any injury or losses incurred by anglers participating in the Rock and Surf Super Pro League events, competitions or national tournaments. Participants of any such events therefore indemnifies the Rock and Surf Super Pro League Franchisor and its Franchisees against any claims for losses or damages incurred during or as a result of participation and/or attendance of such events, competitions or national tournaments.
13.2. Each angler/participant accepts personal responsibility to ensure that he or she is insured for personal injury, loss or damage and signs a personal indemnity form before taking part in the Pro League competitions.
13.3. In the event that an angler is injured or becomes sick a reserve may be entered in a competition to take his or her place by decision of the competition/tournament organizer.
13.4. RASSPL Franchises will carry a basic first aid kit for any minor injuries that might occur on the beach but in the event of a serious injury anglers will need to consult a medical doctor at their own cost.

All participants acknowledge that the Rock and Surf Super Pro League (RASSPL) Franchise is not liable for any injury, loss or damage sustained by anglers taking part in the Rock and Surf Super Pro League events, competitions or national tournaments (herein collectively referred to as “events”).
The following Indemnity Form, when duly signed, permits the signatory to participate in such events, subject to the terms and conditions specified therein.
